/ slash menu doesn't always appear

What’s The Bug?

When using non-English language with IME, / slash menu doesn’t always appear.

How To Reproduce It

  1. Use non-English language input with IME (tested with Cangjie)
  2. use / to activate slash menu
  3. repeat (sometimes it appears; sometimes it doesn’t)

The Expected Behavior

/ slash menu shows up every time

Additional Context

Fully functional command palette will be even better (since it can be activated anywhere)
