When the properties panel on the right is open, there is no button to switch to the table of contents view.
Just a little button at the bottom “Open Table of Contents” or a switcher at the top between [ Properties | Table of Contents ]
And btw, little bug report: Shortcut Conflict: "Table of Contents" & "Open Properties"
