What’s The Bug?
Copy or cut/pasting a toggle moves the toggle header, not the toggle content.
How To Reproduce It
Select a toggle header (open or closed)
Copy or cut toggle header
Paste toggle header
The Expected Behavior
The complete toggle, header and content, should be copied and pasted

I can confirm this still happens in v.0.39. However, I am not sure this is how it should work, because copy and paste works depending on block.
If we allow the managing of the whole toggle with selecting the header block, then how could we manage only the header block?
Perhaps this is the way to do it: only when toggle is closed, copy and paste should manage the whole toggle.
Note: it is possible to highlight multiple blocks with cursor to copy the whole toggle.
