Setting a filter doesn’t work if no objects are assigned to it?

Describe the bug
If the filter doesn’t have any objects doesn’t get applied

To Reproduce
Steps to reproduce the behaviour:

  • Create 2 “Company” objects
  • Create 2 “Sets” of type Contacts
  • Edit one of the “Contacts” set to add a filter such as: "Company - Is and then select the Company created in the 1st step.

Expected behaviour
Able to select the “Company” even tough it doesn’t have any Contacts associated with

System Information:

  • OS: Mac
  • Desktop app

There are already reports about filter issues. Here someone said that he thinks the “is” filter is broken.
