WHAT IS THE BUG

Minor visual bug. When opening the pop up for editing blocks or text and scrolling down the page, the header bar is not always visible because the pop up blocks it.

HOW TO REPRODUCE IT

THE EXPECTED BEHAVIOR

Header bar should be above all other elements.
